Это вкладка управления звуковой картой, которая находится на тюнере.  Надо разбираться - почему всё в ней выключено.

Тут есть маленький нюанс: до переустановки системы там были ползунки. Звука так же не было. Потом химичил что-то, - пропали.

Переустановил систему, а профиль оставил старый (/home на отдельном разделе). Это могло повлиять?

Не помог. Вернее не понимаю я как им пользоваться. Из-под рута запускать или нет. Объясните, если не трудно, пожалуйста.

Грохнул конфиги Kmix, теперь ползунки появились, а звука всё так же нет.

Нашёл там alsamixer по регуляторам которого, вроде, на тюнере всё по максимуму выставлено. Может дело в настройках tvtime?

Раньше, в версии дистрибутива 5.0.0 звука не было вообще (не только с тюнера). Проблема решалась удалением PulseAudio/ Сейчас звук есть с PulseAudio, но и его удаление не даёт эффекта со звуком тюнера.

Звук не появился, но заметил что настройки не всегда сохраняются...

Заметил ещё одну странность, связанную со звуком. При загрузке системы появляется всплывающее сообщение KDE следующего содержания: "Устройство воспроизведения звука Alsa Default output не работает. Возвращение к PulseAudio.". Раньше как-то игнорировал это: звук всё равно работает. Но может это как-то на тюнер влияет?

эта программа просто некорректно работает с пульсаудио... попробуйте другую
