How can this happen?

Step by step: install one version of Windows on the first hard drive. Installing the second version of Windows on the second hard drive. Then, without disconnecting both hard drives, we allocate space for Linux on one of them. We install Linux on this allocated space. At the installation stage of the Linux bootloader, it will register both versions of Windows and remember this.

Install your both windows (win7 and 11) on virtual mashines in virtualbox on linux.
You have old hardvare, and you are not full normaly support win11.

I found a way to get into Windows bootmgr ....I go to the windows 7 option and click on grub "e" then ctrl X  and it shows me the windows bootmng...video here ...the issue is how can i modify the parameters to open it normally?

same situation ....i open windows boot with control+ X

To solve your question, because ι did not come down from Mars....Here in Greece, the government only uses windows to support its government machinery ,as you understand, the citizens are called to learn the tools that the government has in order to be able to do their work,also people come to me and ask me for help because they know absolutely nothing about electronics-software.....In Greece, they are currently available from Windows XP to Windows 11...so i use several OS ...Most of the people who see the linux i have, they see me as a spaceman...
I personally use linux only for myself, but anyone who comes sees them and likes them, I install them, ALTLinux SL .....I hope that solved your question ....
